TH400 Sluggish start - Wagoneer

I have a 77 401 Waggy with a th400.. I did a lot of googling to try and figure out what the problem might be... I ended up draining it, replaced the filter, gasket, vaccum doohickey (acutator I think its called) and the replaced the vac line.. Once I get her going down the road she is GREAT.. It just feels sliggish on start off.. here in AZ, my entire driveway is drit and I CAN NOT even kick up the dirt with it.. kinda embarrasing since my son's Power Wheels jeep can kick up dirt... any ideas would be great.. is it a tranny problem or an engine problem? the th400 takes 30-40hp just to turn the thing if your engine is tired your really gonna feel it. also what size tires are you running and what gears?
