Matt, is there any way the pulley bore can be split and a socket head cap screw be used to tighten the pulley as opposed to a press fit on the power steering pump shaft??
(For ease of removal.)

Well I've looking at my new Vanco power steering pump for a week or two now (I'm using Vans Hydroboost kit) and I really didn't want to press on a new aluminum pulley on the new pump and not have a "correct tool" to remove it if I installed it too deep on the shaft.
So there aren't many options to "lock" a pulley to the shaft, it's not keyed so that doen't work.
