When my jeep is in 2wd the front drive shaft spins all the time...and also with the drive shaft spinning in 2wd and the front hubs locked the front wheels dont pull when you put it in 4wd the front wheels pull fine....my buddies cj when in 2wd the front drive shaft does not spin....is there something wrong here or is this the way it is...jeep is an 84 cj factory 4cylinder with t4 tranny swapped in an amc 360

Have you ever disassembled, cleaned, and regreased the hubs? If not, the old grease may be sticky enough to turn the axles, even when disengaged. If you have, you may have too much grease inside them, again causing them to drag the axle while turning.
The key in hubs is enough grease to lubricate, but not too much. You put in too much grease, it's like trying to run while chest deep in water.

the hubs must be unlocked in 2wd for the drive shaft to stop spinning.

yeah even when they are unlocked the drive shaft still spins

With the hubs unlocked you and the t-case in neutral, you should be adle to spin the front driveline.. If you can't or it is realy stiff.. then you need to pull the hubs and clean and relube them.. one of them is sticking or you just have enough stifness in the system to spin it.
