I don't know of anyone that does production stainless headers for a Jeep. Anything all stainless will probably be a one-off, and cost in the $1000 range. You might get a quote from www.headersbyed.com , or call Hedman or Hooker to see if they can make stainless.
Another suggestion is Jet-Hot coating. I have Hooker super comps on my AMX that are coated inside and out. They keep a nice silver color and are supposed to run cooler than non-coated headers. I found they were cheapest direct from www.jet-hot.com . Mine ran about $700 w/coating, the uncoated headers are about $450.
